Summary/Abstract: In this article the author tries to divest the concepts of „Welfare State“ and „Social Policy“ of their ideological connotation and to define them as notions of positive political science. Such an approach makes possible the comparative analysis of political practices; in spite of their diversity, they are merely analogous forms of State intervention in the social structure of the society. The author looks for arguments to support the thesis that every political power, including the modern one, adopts some forms of social regulation. The peculiarities of the modern form of social regulation are consequences of the special features of modern society, i. e. the market’s function of essential social regulator, and democratic political interaction. Modern societies produce a different social policy that interferes in the social structure in a specific way. The author analyses the social results of the liberal, conservative and socialist modern social policy.
