Summary/Abstract: Security concept, which has an important place in human`s ontological needs, was handled by a lot of philosophers throughout history. Two pioneer thinkers of political philosophy, Thomas Hobbes and John Locke, built “state of nature”-“state of society” typologies, which are the core of social contract theory, up security concept even in the 17th century. While Hobbes created security doctrine in the base of power and nation, he featured the individual`s duty and responsibilities to the government. On the other hand, Locke identified the security concept that was built up the protection of individuals’ rights and liberties. Under the proprietorship concept that is multi-dimentional and comprehensive, Locke aggregated the individual`s freedom and security. From this point, the aim of the study is to compare and analyze Hobbes and Locke’s studies; and to demonstrate the continuity and the fragmentation of these two theoreticians’ security theories.
