Summary/Abstract: Article deals with the rules of international law which play signifi cant role in process of change and development of international relations. Some new rules can be created and some old rules can gain new accents in these connections. Article provides several approaches to defi nition of the rules of international law. The second part is focused on application of the rules of international law in concrete situations. The main emphasis is given on rules in UN Chart and Statute of International Court of Justice.
