Summary/Abstract: This paper pinpoints some of the acute problems of international aid to the Balkans. The major drawbacks of foreign aid in the region stem from foreign experts’ preference for idealized Western models without due consideration of the local context and of the real needs of the recipient societies. Further, the results achieved by foreign assistance programs are usually unsustainable due to short-termism, pursuit of small-scale isolated projects, lack of coordination among different international donors, and local non-governmental organizations’ financial dependence on foreign funds. Institution-building assistance, too, consists of isolated modest projects and is over-reliant on foreign experts who have little knowledge of the local context and society. Finally, the paper suggests that the involvement of the aid beneficiaries in international assistance programs should be increased. Emphasis should be put on the creation and strengthening of autonomous local institutional capacities rather than on tight supervision and guidance.
