It can help effectively use opportunities and capabilities of development. Local authorities are significant due to their indirect contact with local entities. This allows them to notice and identify arising problems. They can use development tools and appoint direction of development and find solutions. The main aim of the paper is to show the importance of local authorities in local development programming. This article also presents development tools and entities influencing local development programming.
