Summary/Abstract: Discussions about organizational culture are still going on, though common opinion about the role of organizational culture within an organization has not been reached. Evaluations of organizational culture very often are contradictory - it may be treated as a uniting or splitting factor in an organization. However, it is commonly agreed that the significance of organizational culture in the process of the development of an organization equals structure, strategy or other essential factors. Organizational culture consists of several levels - artifacts, basic assumptions, values - which are considered the essential element or axis of organizational culture. Investigating organizational culture it is important to focus attention to all its constituent parts, though values are singled out as the main tool to evaluate organizational culture and, it is acknowledged that they are more tangible than the basic assumptions and are more reliable and not so superficial as artifacts. Thus it can be stated that organizational culture is a factor of organization's activities substantiated by formal and informal values of organizations and individuals influencing the nature and efficiency of organization's activities. The interest in public sector values arose in 1980 together with an increasing interest in organizational culture and its values in private sector. Especially it was stimulated by a successful transformation of some public sector organizations and mastering private sector activity methods and especially mastering organizational culture. It should be noted that particularly in public sector the role of values is especially significant, as public sector values are closely related to the society and influence the formation of society values; relatively it can reflect the values of the society.
