Summary/Abstract: The new constitutions of the Balkan countries and the new legislation introduced since their promulgation, as well as the ratification of or succession to international human rights treaties, are obviously major steps forward when compared to previous laws and practices. Unfortunately, existing police practices and the administration of justice still do not strictly follow the new legal provisions. In fact, most of the serious human rights violations committed over the past decade in the new democracies, which have been reported by the media and many domestic and international NGOs, have been related to the abuse of police powers.
