Summary/Abstract: In the article the role of the legal intelligentsia in formation of open bureaucracy is shown. The analysis of open bureaucracy is carried out. The term «legal intelligentsia» is discussed. Criteria of relevancy of lawyers to the intellectuals are stressed. Problems which some categories of lawyers face are revealed
