External Action Service. Much Ado About Nothing

Summary/Abstract: The European External Action Service is now a reality, though a genuine common EU foreign policy has receded into the distance. The member states are simply afraid of surrendering their sovereignty in this area. After a seemingly endless debate about the composition of the EEAS, it is now time for some hard thinking in conceptual and strategic terms about how the service can be beneficial for both the member states and the EU as a whole.
