Summary/Abstract: Human capital is considered as the most important deciding factor on the develop¬ment of a country, and investment in this capital increases the wealth of the country, accelera¬tes the civilization’s progress and enlarges the competitiveness of the country in the interna¬tional exchange, because knowledge, qualifications as well as the quality of human resources determinate the competition of economy. The aim of this study is to assess the efficiency of education and health spending across 27 countries of EU and it includes: – introduction related to the significance of the human capital for the growth and development, – short description of measures used to reflect the social potential of health and knowledge, – statistical data verification and DEA calculations, – EU-27 efficiency evaluation ranking − conclusions and recommendations.
