Summary/Abstract: Summing up the article, the costs of the fundamental restructuring of the economy have been covered mostly by internal resources. Foreign direct investment has played an outstanding role in the actual transformation of industry, but the total amount of FDI (c. $25bn) has not substantially exceeded the debt service burden that Hungary has had to fulfil in the last ten years. As a result, resources have been extracted, basically from population consumption and public spending, within which education and health care have been the greatest victims.
