Summary/Abstract: One of the assumptions of a democratic system of governance is active participation of citizens in the management process. General and direct election is, above all, the primary manifestation of civil activity. However, social-economic changes, alter the citizens’ perception of the state and its administration, as well as the awareness of people as to the role they play could or would play in public life. These changes determine a new way of governance emphasizing new standards. Social participation is just one of those new standards. The aim of the considerations taken in the study is an attempt to outline the symptoms of social participation at the local level.
