Summary/Abstract: The presented work is devoted to participation of the intelligentsia in development of a tax policy of the USSR in the second half of the 1930-s. The author notes positive and negative features of this process in a context of the studied period. The work is based on wide use of archival materials. It is consistent in causes and conclusions.
