Summary/Abstract: The Administrative Procedures and Services Act No CXL of 2004. (KET) established the legal framework for electronic public administration in Hungary. This law has made offering e-government services a strict obligation of all administrative authorities. By way of tenders 4.3.1 and 4.3.2 within the Economic Competitiveness Operational Programme (GVOP), an amount of more than 12 billion HUFs flowed into the sector to improve e-services of municipalities, with special regard to the needs of small and medium businesses in this regard. However, despite the fact that the average provision of investment capital for individual projects was 300 million HUF, the success of the tender may be questionable: of the 28 successful projects, only 3 municipalities have been empowered to fully comply, on the 4. level of the Common List of Basic Public Services (CLBPS), with the requirements prescribed by the relevant Act.
