Summary/Abstract: The paper discusses paradigmatic changes in the administration policy of the member states of the European Union, with special regard to e-government services. After reviewing past and present development of e-administration, the author examines decisive factors influencing the shift toward a more and more user-friendly approach and various mechanisms required for acting in the spirit of the slogan “citizen first”. She focuses on the rationalization of the entire public administration system, and outlines possible blueprint scenarios, according to which priorities are given to contextual factors, trustworthiness, and competence, respectively. In the concluding section of the paper, attention is given to specific features of the Hungarian model.
