From Communism to Democracy (The Problem about the New Elites in the Context of Social Changes)

Summary/Abstract: The old nomenclature elite has been categorically renounced, the elder one, the presocialist elite is physically worst for the wear, while the third group is now evolving itself and making its first toddling steps. In all three cases, for reasons of different nature, the base of continuity and succession has been reduced to the minimum. Such a state of affairs is a matter of course in times of revolutionary change. However we have to make the reservation that the scale of negation is liable to outstripping the rational needs of the revolutionary process itself. The problem situation is worsened further by the fact that it is not only new elites that are lacking”. There is a lack of a social class capable of bringing them forth, of supporting the new elite. There are no valid social rules by which to determine the elites, there are no stable criteria for the appraisal of candidates. Competition has been taking place in a untraditional problem context. Protodemocracy, it turns out, is attended by democratic frustration, the road to the rule-of-law state is outlined via the disavowal of the laws themselves, the Constitution included. The formation of parliamentary democracy is accompanied by a fierce critique of parliament to the degree of the break up of the parliamentary idea itself. In the sphere of science the issue does not consist in the approval or disapproval of a certain behaviour, it consists in the comprehension of actual development and its pre-requisites.
