ELECTORAL LAW A STEERING MECHANISM: SOME REMARKS ON THE LEGAL BASIS FOR THE DECEMBER 2007 ELECTIONS TO DUMA

Summary/Abstract: On 2nd December 2007, parliamentary elections took place in the Russian Federation. The fifth State Duma in the post-soviet period was elected. Around 107 million voters were entitled to choose 450 deputies. The last year elections were held on the basis of the new electoral law passed in 2005 which entailed considerable changes as compared to the previous electoral law of 2002. The new regulations are aimed at establishment of a two-party system excluding smaller political parties. The present article gives an overview of the new regulations and analysis the most important amendments.
