Steeplechase: Political Culture as an Obstacle to Modernization in Serbia

Summary/Abstract: Abstract. The author analyzes the historically evident stagnation within Serbia’s political culture in three different areas: political communication; institutional efficiency; and ideology. The focus lies on those elements of political culture that contributed to a deceleration of modernization processes. In effect, the past two decades of Serbia’s political culture represent a closed circuit of a development that had started with the evolution of the modern Serbian state in the 19th century.
