Methodological Aspects of the Analysis of Administrative Capacity

Summary/Abstract: This survey is pointed to the evaluation of the present capacity of the local authorities to the process of endogenous development. In particular, the focus is on public administration in North-Western Planning Region and its attitudes towards and perceptions of the existing process and future prospects of community-based development.
