Summary/Abstract: The issue of lifelong learning was consisted in the strategy of the European Union entitled „Europe 2020”, determining the vision of social market economy in the 21st century. Among its basic strategic purposes there is an Assumption that 40 per cent of the youth should finish their education at higher level, and all Europeans should be given the possibility of lifelong learning. The research aimed at preparing diagnosis of lifelong learning state in order to undertake some actions to enable performing some activities to improve labour market and increasing effectiveness and accuracy of undertaken actions. The results of this research showed that most of lifelong learning institutions in Opole Voivodeship are not public and two of the offered forms are courses and trainings. About one in ten institutions of- fer e-learning. The highest percentage of subjects offer trainings concerning soft (interpersonal) skills, computer and IT skills. Lifelong learning is one of the basic factors of region al development. Its role for improving the quality of human resources in region, improving the situation at the labour market, decreasing un- employment, stopping escape of „human capital”, and growing the position of Opole region among others, should not be underestimated
