Summary/Abstract: The growing importance of human capital for the development of society began to be emphasized at the end of 20th century according to the extensive technological and social changes. It is provable that not the number of inhabitants but the quality of present human capital is dominant for the development of the region. Human capital that is represented by a complex of knowledge, skill and ability is crucial in the economic growth. The level of education that determines the quality of human capital effects radically the development of society. Technological changes are affecting not only the ways of production but also working and leisure time behaviour especially in case of young generation. The paper illustrates the relation between the level of human capital and the success of economy according to the development of information and communication technologies (ICT). It also describes the changes of opinion and behaving of modern people in technologically developed society and examines if those trends appear in Czech society and whether the Czech republic is ready to become a post-industrial economy that is able to compete. In terms of opinion analysis of the Czech public we can see that a social group that asserts modern changes is rising here.
