Finances and economic independence versus the political system of local government in Poland

Summary/Abstract: The aim of our research is to evaluate the level of economic independence and its influence on political system changes in different groups of local government. The research shows that the decisive factor in differentiating economic independence of local governments is the level of urbanization. In urban self-government, its own revenues surpass 50% and sometimes even 60%, whereas in rural areas (defined as rural communes and land districts) they reach about 30%. Such marked differences can cause local governments to develop in two structurally different directions.
