Some of the Problems the Faculty of Dental Medicine Is Facing in the Implementation of the Integrated Studies Program

Summary/Abstract: The Faculty of Dental Medicine of the University of Sarajevo reformed its curriculum during the 2007/2008 academic year. The reformed curriculum was accepted at all levels of the University. Since the 2008/2009 academic year, first year students have been studying in accordance with the Bologna principles. Throughout the curriculum reform process the basic principles of the Bologna Declaration were respected, including adoption of a system of readable and comparable degrees, promotion of free mobility of students and teachers, promotion of European cooperation in quality assurance with a view to developing comparable criteria and methodologies, establishment of the European Credit Transfer System (ECTS), and adoption of a system based on two cycles, undergraduate and graduate. The relatively high number of students who were able to successfully complete the first year and move to the second year (approximately 60%) is a strong indicator that the reforms had been justified. The goal of this reform is to create doctors of dental medicine who will be able to match the competencies of contemporary European dentists; however, in that process the Faculty of Dental Medicine has faced certain difficulties. Those difficulties have again emphasized the fact that medical faculties carry certain specific features which set them apart from other faculties. Our education team is consisted of students, teachers and patients. The Faculty of Dental Medicine lacks a number of teachers and associates. Their engagement would allow full implementation of the planned activities. Unfortunately, relevant authorities are unable to positively respond to the requests of the Faculty of Dental Medicine regarding the engagement of additional staff. The other problem has to do with the education system based on two cycles. Similar to other medical faculties, our study program consists of 12 semesters (360 ECTS). According to the European Credit Transfer System, it is equivalent to the degree of Master of Science at other faculties. Consequently, we have designed our program as integrated studies due to the fact that degrees acquired after the bachelor course would not be recognized at labor market. However, the Ministry of Education and the Sarajevo Canton Government refuse to recognize the integrated studies program. The Faculty of Dental Medicine has appealed three times to these institutions. We have on all these occasions provided strong arguments in favor of the recognition of the integrated studies program based on the Framework Law on Higher Education, still no answer has come our way to this day.
