Financing health care services for uninsured individuals under a decision of the executive body of the local government

Summary/Abstract: The right to health care in Poland is a constitutional privilege, which in practice is sometimes variously fulfilled. The elaboration is dedicated to the discussion of the situation of ensuring the access to health services for people who cannot, mostly because of financial reasons, pay insurance contributions themselves. In such a case the task of public authorities, including local government (voyt, mayor, president) is taking over the financial responsibility in an administrative decision. The procedure requires the involvement of social workers, who among other through community interview are realizing procedures of ensuring the beneficiaries the access to health services.
