Summary/Abstract: Development in all its forms is a focal point which the human gender aspires. ICT in its nature as factor of development is not left out. They are often considered in developing countries as a new culture among those that bring solutions to multiple which our tows are undergoing for example that of Bertoua in the actual context of globalization. However, this new culture ICT which revolutionalising the world and also population unceasingly express their interest so as to satisfy their instinct seeing its fundamental denatured and its sense leads to the rythm of perversity. Therefore, ICT and perversity lead to one and the same thing nowadays in the town of Bertoua. The goal of our study is to find out negative impact has been implicated by the arrival of ICT in Cameroon and notably in the town of Bertoua. The outcome is to voice out the future perspectives of ICT in this town. However, we wish to present Bertoua town in its generality before talking about the moral degradation brought by ICT and the measures that must be taken to reestablish moral values giving that ICT in itself is not bad but himself needs to be sensitized and educated.
