Summary/Abstract: At the end of the sixties, Communist Romania began to emphasize a foreign policy different from that of the Communist bloc. The economic dimension played an important role in her strategy to detach from the Soviet bloc. One of the most important objectives for economic development was the industrialisation program which aimed to bring in Western investment and technology. In this context, West Germany became a pattern of economic development very attractive to Romanian Communist leaders. Willy Brandt’s coming to power and the abandonment of the „Hallstein doctrine“ stimulated Romania to intensify negociations with West Germany for the establishment of diplomatic relations. In January 1967, Romania managed to surprise her allies (especially East Germany) with her decision to establish diplomatic relations with West Germany. From the Romanian point of view, this moment was important not only for fulfilling her economic interests but also for improving East-West dialogue.
