Summary/Abstract: According to official statistics, by 1999 over 1 000 000 detainees serve sentences in 987 penitentiary institutions. Article gives figures concerning prisons, its financing, medical services, education and social re-adaptation for prisoners, other subjects. With lack of financing the institutions and personnel are at the breaking point. Presently a State Duma (lower parliament) discusses draft, permitting to decrease the number of people in correctional institutions by 30%.
