Summary/Abstract: E-content is on the political agenda throughout Europe. The phenomenon of relation between ICT, creativity and the digital content is challenging the people to identify these issues. ICTs in themselves are no solutions to the current problems of the world; what is needed is useful applications and quality contents. Using and working with ICTs creatively can improve the lives of many - by bridging the digital divide and content gap. Creativity is not tied to being rich in terms of material goods, of infrastructure and access to networks. Creativity is a "natural resource" of the human mind in general, everywhere in the world, in every culture, of both genders. The general trend towards a diminishing state role in many public activities – including public service and content delivering - does not appear to create a favorable context. New ICTs require heavy investments, which put a strain on public authorities. Nevertheless, if delivering of public services to businesses and citizens make good use of the opportunities offered by new technologies, such as wider individual choice and interactivity, it may still play a major role. Creative services and e-content may also be instrumental in the struggle against the threat of worldwide homogenization and cultural globalization; it should contribute to strengthening notions of identity and community and to establishing
