Summary/Abstract: The article consider the ideas and projects of such associates of emperor Alexander I as N. Novosiltsov, P. Stroganov, A. Chartorysky, which deals with construction of school system and public education in Russian empire. Author systematize activity of the secret circle of so called young friends in the reign of Paul I and Private Committee in 1801–1804 in direction to realization of education reform. In this deal author investigate internal structure, subordination and tasks, directed to Department of national education, created in 1802.
