Summary/Abstract: Kosovo entered the final month of 2006 in an atmosphere of anger, disappointment and astonishment. The reason was that the decision on its final status had been postponed: Martti Ahtisaari, the UN special envoy, announced in November that he would wait to present his report to the UN Security Council until the results of Serbian elections in January 2007 have been tallied. While we can only guess what Ahtisaari will end up suggesting, proponents of Kosovo’s independence in the EU and the United States have failed to clarify the most important issue for the province, for Serbia, and for the region as a whole: How might potential independence for Kosovo resolve the existing problems (the overwhelming economic, political and social situation, incessant interethnic conflict and undiminished danger of new, still more aggressive waves of violence) if these problems persisted and even intensified under the protective umbrella of the international community?
