Summary/Abstract: The evolution of administrative accountability is the focus of this article. Accountability is defined as the process in which public institutions and civil servants operating inside the public administration answer to the public, directly or through the parliament, for legislation, public policy, administrative system, administrative activity and discretion, financial management and other accountability dimensions. Accountability is understood as both an end in itself - representing democratic values - and a means towards the development of more efficient and effective organizations. Administrative accountability is analyzed in terms of the administrative accountability system both in the legislature and the executive. The article analyses the transformation from the ministerial responsibility doctrine to a more effective and democratic system of administrative accountability with multiple types of accountability types.
