Summary/Abstract: In the public administration system representative democracy designes unbreakable connection between political officials and public servants who are hierarchichal subordinate to the first one. Experiences testify that every power and authority is dangerous, well disposed towards arbitrariness and abuses in terms of endangering the rights of citizens and wider interests by imposition of the particular interests of the powerful. Ruling political parties undermine the principle of democracy and citizens’ trust in the institutions of public authority by the abuse of position.Their power is especially detrimental if it is oriented towards seizure of the public administration, or its most part – state administration, as an eligible mechanism for political aberrations. In such cases, political parties strengthen their power and increase chances for some objective goals or personal benefit for their participants, while hierarchichal organized management largely attains outline of a bureaucratic organization. By observing many negative social phenomena and problems it is often noted that public officials are extended arm of the ruling political parties which significantly endanger the rule of law and the rule of law state, while political decisions are being placed before the public interest.
