Summary/Abstract: This paper analyzes the importance of the Commission on Security and Cooperation in Europe, a commission which was part of the UN and which was legitimized with the signing of the Helsinki Final Act, on 1 August 1975. This act was signed by the political leaders of the 35 countries participating at the process. The most important provisions of the Final Act are those relating to the human rights and security and cooperation in Europe. Also, the paper analyzes the relations between East and West during the meetings that followed the Helsinki moment.
