Summary/Abstract: Today, ICT (Information Communication Technologies) with enormous possibilities to delivery any kind of information anywhere in the world 24/7/365 is wide accepted tool. The economy as common expression of all activities in one narrow or wider area, region, an economic association, a country, a continent or the world at all, introducing ICTs products in all human activities done to have new terms for economy: e-economy, digital economy, information economy, knowledge base economy, network economy and so on. Because, the implementation of the ICTs has achieved different levels in different regions, countries, and continents, this paper research results of ICTs implementation in the development of digital economy in EU countries as community of high developed countries. With ICTs, all sectors of the economy became more effective and more efficient or with one word said became more innovative. At same time the development of new sectors as: internet architecture, internet application infrastructure, internet intermediaries and internet e-commerce and e-business yield to development of new occupations, new jobs and higher employment. But still 40% of European citizens in EU countries have not skills in using ICTs products. For this high percent, the reason is that EU in 2007 had included Bulgaria and Romania, poorer countries which influence on that percentage. But, inside the EU, we have countries with very high level of implementation of broadband internet, e-banking, e-business and e-commerce. For very high level of ICT implementation in EU countries the reason is in the effort which EU have done and still is doing it with many strategies, action plans, and other documents for systematic help to citizens and businesses-sectors in the economy whose result is high developed digital economy.
