Summary/Abstract: The article examines the project of reorganization of the district police of the Minister of the Interior P. A. Valuev, attitude to it of the heads of different ministries, the course of discussion in the Council of State. The author reveals the causes of the project appearance and of its actual rejection by the “governmental top circles”.
