Challenges in defining a national intelligence project

Summary/Abstract: Intelligence reform must be seen as a dynamic process allowing the transition to the creation of coalitions of change inside the organizations and a networked management, with multiple decision and cooperation levels where the emphasis will shift from information exchange to knowledge exchange. Basically, in the knowledge society, the distinction between intelligence and non-intelligence is a major challenge, as the geographical boundaries and jurisdictional limits are not the same anymore
