Corruption and Democracy from a Developing Country's Perspective

Summary/Abstract: In this article, we develop a model to examine the effects of political culture on an incumbent politician's corruption levels in a local county of a country that is starting to perform democracy. This paper finds that (1) an incumbent politician's corruption level will rise if public relationship play relatively more important role in affecting the outcome of an election; (2) if voters pay more respect to political performances in an election, then corruption will be reduced; (3) if a candidate's reputation plays a more important role in affecting the outcome of an election, the corruption level will be reduced; and (4) higher unit cost for public relationships with voters leads to less corruption. The results of this paper can be used as a tool to improve the operation of democracy in developing countries that are starting to engage in political reforms. This model sheds light on the democratic system in developing countries and suggests cultural reforms as a pre-requisite to prevent corruption behavior.
