Summary/Abstract: Immediately after WWII the Communist Party of Yugoslavia (CPY) didn’t have the preponderance among the diplomatic officials abroad, but particu larly after the conflict with Stalin, it did its best that its members gain the majority among the representatives of the country abroad. The CPY gained the domination of the diplomatic service by recalling politically unreliable officials, accepting into membership of the CPY of noncommunists, but also by recalling those communists deemed untrustworthy after the conflict with Stalin. Thus, by the end of 1940 a total domination of the Party cadres in the diplomatic service was achieved. The decisive role in staff policy was played by the Section for Cadres Abroad of the Cadre Commission of the Central Committee of the CPY. Party members in the diplomatic service had short Party memberships and most of them had been in the Party only couple of years. Among the communists in Milan, Rome, Independent Territory of Trieste, London and Mexico in early 1950s, as well as among Party secretaries in 1956, prewar communists made up only 2.9%, wartime ones 53.5%, whereas 43.3% became members of the CPY after the war. As for the ethnic makeup of the diplomatic corps, according to the data from 1949, the Serbs were underrepresented and Croats and Slovenes overrepresented among the highest officials. The Macedonians were three times underrepresented and the Montenegrins four times overrepresented. Communists among the diplomatic staff were mostly young - the average age of communists among the Yugoslav representatives in Rome in February 1950 was 30.5 years, with 55.4% of them being under 30, whereas in early 1950 communists in Milan were on the average 29.5 years old.
