Progress analysis in the process of contracting and spending under Human Capital Operational Programme in the period 2007-2010

Summary/Abstract: In the new programming period (2007-2013) Poland received from the EU almost five times more financial resources than in 2004-2006. The whole sum which was for the realization of the program is about 11.5 mld euro. In this the contribution of the European Social Fund was more than 9.7 mld euro and national resources made up the remaining part. This study shows progress in contracting and spending under Human Capital Operational Programme between 2007-2010. Additionally it describes the evaluation of benefits and existing difficulities in obtaining resources as part of Human Capital Operational Programme. On this basis more effective contracting and spending of resources will be possible.
