Summary/Abstract: Reality demonstrates that globalization has a lot of positive effects but, on the other hand, it can generate negative effects as well: terrorism about which German philosopher Peter Sloterdeijk wrongly thinks that is extremely important, criminality beyond borders and proliferation of weapons of mass destruction, all of a huge gravity. Acquiring and having nuclear weapons by the terrorists – the most destructive elements in CBRN – represents, at present, one of the most serious threats and challenges to the international community security. There is also the risk that some countries use or threatens to use weapons of mass destruction in order to blackmail or intimidate. The necessity of a close cooperation at global level to prevent the access of terrorist groups and countries supporting terrorism to weapons of mass destruction, components and forerunners of those, makes that the international states, organs and organisations firmly support the relevant interna- tional documents, their improvement and the implementation of counter-proliferation measures.
