Summary/Abstract: In Albania, in cases in which Roma have been victims of physical assault or other crimes, they generally do not turn to the police, the theoretical guardians of the public order. This is because the Albanian police is itself, to a great extent, a human rights problem. Human rights organisations such as the Albanian Helsinki Committee, the Albanian Human Rights Group, Amnesty International, Human Rights Watch and the International Helsinki Federation for Human Rights have consistently criticised the Albanian government for the unchecked problem of police abuse in general.
