Summary/Abstract: Large-scale marginalization is a social product of the process of replacement of the totalitarian system by democracy. A common characteristic of the people in all marginal groups (criminals, vagrants, drug addicts, unemployed, retired, invalids, terrorists, etc.) is desocialization, alienation, complete or partial loss of their place and role in the structure and organization of society, exclusion from socially useful labour, sharply decreased standard of living and quality of life, lack of social prestige. As a non-traditional phenomenon in our country, marginalization includes highly educated unemployed professionals, civil servants, researchers and university lecturers who are conscious of their interests and have positive social values and life orientation. By its character and perspectives, marginalization is largescale, universal and stable. A natural consequence of marginalization is the increase of antisocial phenomena and crime — alcoholism, drug addiction, violations of the law, profiteering, rape, terrorism, etc. The future of marginalization depends on the outcome of the struggle between the strategies of the two dominant political forces. One strategy is a capitalist road of development, without involvement of the state in the economic and social processes. The other political force advocates developing a democracy by means of a civil society, a socially oriented market economy, a regulating role of the state for social protection, guarantees of the right to work, social justice and humanism.
