Summary/Abstract: The article examines the cadre structure as well as employee education and training at the Ministry of Foreign Affairs (MFA) of the Republic of Slovenia since its independence. This topic is interesting because Slovenia – as a small country with few qualified personnel – is seeking to enforce a knowledge-based society. The authors attempt to find out how much the MFA invests in the education and training of its employees. The results of the analysis show that: a) the MFA does not invest enough in human resources; b) education and training depend on an individual’s desires/preferences and are not performed systematically; and c) the MFA does not have sophisticated instruments for the promotion of education which is reflected in the low participation rate of employees in educational programmes. Therefore, the article suggests that in the future the MFA should develop a policy of the promotion and stronger encouragement of the education and training of its employees.
