Summary/Abstract: Organized Crime is by far the greatest challenge for the emerging nations in the Balkans. Three patterns have developed, the one in Bulgaria following the post-Warsaw pact nomenclature structures, a private one with specific importance in areas populated by Albanians and a typical Yugoslavian one that exploits the remnants of workers' self-administration and social property. Especially after the murder of Zoran Djindjic, there is sufficient awareness of the problem also in diplomatic circles. Nevertheless, the means of influence from the outside are poor: direct operational police power in Kosovo, induction of rules and changes in personnel in the semi-protectorates Bosnia and Albania, just carrots and sticks in countries like Serbia, Montenegro, Macedonia. Due to the weakness of the emerging states and, surprisingly, an obvious lack of true national feeling, people in all new Balkan nations show very little self-initiative.
