Summary/Abstract: With the capitulation of the fascist Italy on September 8, 1943 began the period of the German conquest. Immediately after their establishment in Albania, the nazi occupiers declared that they had come as “friends” to help the Albanian people and to proclaim the independence of Albania from Italy. Having such objectives they incited the Provisional Executive Committee created by them to adopt measures to attack the intervention of the Italian capital in the economy and finances of Albania. In fact, with these measures they intended to put under their control the National Bank and to use it, as they made factually, for the inflationary issue of Albanian currency for the financing of their war juggernaut. Their objectives soon came out. While the Provisional Executive Committee branded the documents connected with the attack against the positions of the Italian capital in Albania, the German nazis took measures in two directions: in the economic field and in the field of the finances of Albania. Firstly, they robbed the gold and the clichés of the banknotes which they transported to Berlin as robbed goods. At the same time they robbed the reserve of banknotes that the National Bank of Albania had in Rome, brought it in Tirana to use for the financing of their war juggernaut. During all the talks the representatives of the Nazi Germany declared openly to the representatives of the Albanian quisling government the old Roman trade principle “Do ut des” (we help you to hold the power, but you, too, have to give us what we need to hold our regime of occupation). And the representatives of the quisling government served with zeal the invading German troops. The agreements of 27 December 1943 legalised the robberies of the German nazis in Albania from September 1943 up to the end of this year and at the same time opened the road to further robberies up to 29 November when the country was liberated from the nazi invaders.
