Institutional Repositories and the New Generation of Research Information Infrastructures

Summary/Abstract: Migration of scientific publications to electronic formats created both possibilities and barriers for access to these publications, especially articles in electronic journals. In protest against the high subscription prices of mainstream publishers, scientists have started Open Access movement that promotes and supports free distribution of content via journals and e-print repositories. Institutional repositories are still new but rapidly developing phenomenon. It can be defined as “a set of services that a university offers to the members of its community for the management and dissemination of digital materials created by the institution and its community members” (Clifford Lynch, the Executive Director of the US-based Coalition for Networked Information). These services are fundamental and essential to scholarship in the digital age, and will support scholarly communication (including scholarly publishing). Institutional repositories are on their way in Lithuania. In order to set the conceptual framework for practical activities of establishing a nation-wide institutional repository in Lithuania, this article aims to analyse the phenomena of both open Access and institutional repositories from political, ideological, and organizational points of view. Best practices of establishing institutional repositories in different academic institutions and nation-wide initiatives (e.g., FAIR – Focus on Access to Institutional Resources in UK, Cream of Science in The Netherlands, ARROW in Australia, etc.) are presented. Types of repositories as well as types of documents included into them are looked at in detail. Special attention is paid to organizational culture of universities that is regarded as crucial success factor for the content provision for the institutional repositories.
