Summary/Abstract: The author proceeds from the premise that privatization is not an end in itself. It is a means and has a sense only if and as far as it ensures raising of the economy effectiveness and the profit growth, respectively the growth of capital. According to the author only in the light of such a comprehension one should treat the necessity, the ways and the terms of carrying out of the privatization in our country as well as evaluate the work done and propose decisions which are to lead to the results desired. The author establishes that namely that nature and purpose of the privatization have not been understood by the legislation and the bodies charged with that task and they have not been considered in the practical activity of the government. Something more, there are good reasons to think that the non-conforming with the privatization purposes, especially in the conditions of our country, is not so much a problem of non-understanding but intentially implemented policy for actual privatization of the state enterprises by the trade and bank capital (home and foreign, new and old). So, the privatization of the state property by the private capital is a fact but it does not take economic responsibility for the existing material basis and the manpower. This is a disastrous way for our country. We have to do everything necessary in order to set the privatization into correspondence with the interests of the society and the people.
