Summary/Abstract: On a hot Thursday afternoon nearly a year ago, thousands and thousands of Arabs all across the Middle East gathered around TV sets in dusty cafes and crowded living rooms to watch the newly elected President Obama give his address to the world’s Muslim community. The perception that America was at war with Islam had become a dangerous obstacle to US efforts in the region, and if Obama was to be successful in executing strategic changes in Middle East policy, he would need to strike a new tone that would empower moderates and isolate extremists.
