Summary/Abstract: The idea of uniting the European countries and creating permanent peace in Europe has persisted through the centuries. The first serious concepts were developed in the Middle Ages, followed by the projects by Erasmus of Rotterdam, Henry IV, Emery de Crucé, Fénelon, Castel de Saint-Pierre and the ideas of the philosophers of the Age of Enlightenment, such as Voltaire, Montesquieu, Rousseau, Immanuel Kant, Napoleon I, Wojcieck Jastrzebowski and others. All different versions that appeared through the centuries serve as an overture to the concept established by Victor Hugo in the mid-XIX century, in which he presented his vision of the United States of Europe long before the European Union became a reality. This paper presents a chronological overview of the most relevant projects for the unification of Europe and the creation of permanent peace, based on a number of authentic texts; an overview ending with the political speeches and statements of the great poet, politician and authentic intellectual, Victor Hugo, which afford a vivid illustration of his visionary political thought.
