Summary/Abstract: This paper, using little-known issue of the periodical press to shape public opinion on the issue of Russia’s withdrawal from the imperialist war in the spring of 1917 in the publication of the article the “News of the Petrograd Soviet of Workers’ and Soldiers’ Deputies”, focused primarily on the revolutionary masses of Petrograd, which significantly impact on the political course of the Petrograd Soviet. There is evidence of a struggle between defenders and internationalists in edition of “News” and the Council on matters of war and peace during the March-April 1917. It is considered what meaning the various political forces put in the concept of “democratic peace”, “revolutionary war”. Strengthening the position of the Petrograd Soviet defenders the end of March after returning leaders of socialist parties in Petrograd. The question of trying to rescue the Provisional Government Petrograd Soviet taken after the publication of “Notes Miliukov”
